Hebei People's Three Laws:

First Law:
A Hebei person must not injure a Beijing person, or allow a Beijing person to come to harm through inaction.

Second Law:
A Hebei person must obey orders given by a Beijing person, unless such orders would conflict with the First Law.

Third Law:
A Hebei person may protect themselves, so long as such protection does not conflict with the First or Second Law.
