This report (Reporter Jing Wenjing, Correspondent Hu Qian) On March 25, the reporter learned from the Municipal Charity Federation that the development of named funds by the federation has initially taken shape and is at a critical stage of transformation. This year, the federation will strengthen the expansion of charity fund channels and brand building, promoting the overall transformation of fund development from “quantity expansion” to “quality improvement.”
By 2025, the Municipal Charity Federation aims to shift named funds from “activity-driven” to “fund-based, project-based operation.” The scale of named fund development continues to grow, with a total of 59 funds, cumulative fundraising exceeding 22 million yuan, and total disbursement surpassing 16 million yuan. Named funds cover multiple public welfare fields, including poverty alleviation, education and healthcare, support for the elderly, women, the disabled, disaster relief, and cultural heritage. The entities establishing these funds include enterprises, hospitals, schools, social organizations, and individuals, with precise coverage of various disadvantaged groups. Among them, the investment in key livelihood areas has been significant, with 6.36 million yuan for medical assistance, 755,000 yuan for educational support, and 16.065 million yuan for agricultural assistance; the disbursement rate of the Hubei Feilihua Public Welfare Special Fund has reached 98.3%, and the disbursement rate of the Silver Hair Concern Fund for elderly individuals in distress has reached 95.1%; the “Together on the Medical Journey” charity medical service project has assisted 1,613 patients with severe illnesses, with a cumulative support fund of 6.36 million yuan from provincial, municipal, and county levels, an increase of 137.75% compared to 3.766 million yuan in 2024.
To promote the high-quality development of charity funds, this year, the Municipal Charity Federation will focus on the core goals of “standardization, specialization, and digitalization,” implementing the “Clearing Silt and Activating Water” special action to strengthen the financial compliance baseline, deepen the “Internet + Charity” model, enhance cooperation with caring enterprises, chambers of commerce, and industry associations, and promote the landing of charity funds and the effectiveness of projects. In addition, a special team for fund development support will be established, along with a communication mechanism for fund managers, to strengthen the professional capacity and brand building of named charity funds, with a focus on cultivating brand funds such as the “One Medical Charity Fund,” “Feilihua Fund,” and “Silver Hair Concern Fund.” Small yet effective livelihood projects, such as the “Charity Happy Home” micro-renovation, will be planned to encourage inter-fund collaboration, achieve resource sharing, co-build projects, and jointly promote brands, forming a favorable pattern of multi-field coverage and multi-entity participation.
