As we reach the halfway point of 2025, the "semiannual report" has become an important indicator for observing the annual economy during this crucial transitional period.
The economic powerhouse Hubei has delivered a mid-year report on its pivotal construction achievements—GDP growth of 6.2%, ranking 3rd in the nation, 1st among economic provinces, and 1st in Central China. Following this, the economic "mid-year reports" of the 17 cities and states in Hubei have been released one after another. Analyzing various data, we can see several major characteristics of the province's economic operation in the first half of the year—major cities shouldering the burden, comprehensive efforts to boost the economy, and the clear emphasis on the "first project".
Whose "single subject" is better? Who has made greater progress? Let's lay out the "report card" and let the data speak.

In the first half of the year, 17 cities maintained positive growth, with the GDP growth rate of 14 cities including Shiyan and Jingmen exceeding 6%.
Among them, Wuhan "played a stabilizing role" and took the lead in economic output. Wuhan achieved a total economic output of over one trillion for the first time in half a year, with a growth rate 0.2 percentage points higher than the national average (5.3%), ranking among the top of sub-provincial cities.
At this stage, Wuhan is in a critical period of transformation and challenges, and it understands the "dangers of turning" the most—an unstable center can easily lose speed, and a slight relaxation may lead to being trapped by the waves. In 2023, Wuhan's GDP reached a new milestone of 2 trillion yuan; in 2024, Wuhan's GDP growth rate is 5.2%, and its economic total continues to maintain the top position among central cities.
According to Zeng Gang, the director of the Urban Development Research Institute at East China Normal University, Hubei has shown a development pattern of "full bloom".
The first half of this year:
Shiyan ranks first in Hubei with a GDP growth rate of 7.4%—behind the improvement in efficiency is the deep restructuring of the industrial chain. Shiyan vigorously cultivates and expands trillion-level industrial clusters such as automobiles and parts, high-end equipment, and new energy materials.
Jingmen's GDP grew by 7.3%, continuing to rank second in the province – this figure is 0.1 percentage points higher than the same period last year.
The GDP growth rate of Tianmen reached 7.2%, ranking third in Hubei - In the first half of the year, through "business-driven investment attraction" and "chain-based investment attraction", 54 industrial projects with an investment of over 100 million yuan were introduced, among which 12 are strong chain extension and supplement projects with over 1 billion yuan.
In addition, there is another piece of data that has been well maintained in various places—17 cities and states have all seen positive growth in their general public budget revenue.

At the beginning of the year, the "First Meeting of the New Spring" proposed that Hubei focus all its work on "pivot construction." With this goal in mind, various regions have made efforts to raise their own standards in terms of capability, speed, quality, and sustainability, leading to positive changes in some related economic indicators.
The high-quality growth of Hubei's economy is driven by the coordinated efforts of three major engines: industrial transformation, investment stimulation, and breakthroughs in openness. In the first half of the year, all 17 cities and states achieved positive growth in industrial added value above designated size, with 14 cities and states experiencing growth rates exceeding 8%. In the first seven months, there were positive changes in the automotive and electronics industries, with month-on-month growth accelerating by 4.2 and 8.2 percentage points respectively. The industrial growth rate in Wuhan has rebounded for two consecutive months, contributing to a 1.4 percentage point increase in the province's growth rate.
Tianmen, a traditional agricultural county in the Jianghan Plain, has seen a year-on-year increase of 21% in the added value of industrial enterprises above designated size, maintaining its position as the top in the province, with growth leading the province for six consecutive months; Xiangyang added 173 new enterprises above designated size in the first half of the year, ranking second in the province, with a net increase of 94 enterprises, ranking first in the province...
Focusing on industry will make the "ballast" effect more pronounced, and the economy will be more stable.
Looking at investment again, it reflects economic vitality and mirrors development confidence! In the first half of the year, there were 15 cities and prefectures whose investment growth rate was higher than the provincial average.
In the first half of this year, Suizhou's industry delivered impressive results - industrial electricity consumption and manufacturing investment growth rate ranked first in the province; in Jingzhou, fixed asset investment grew by 9.9%, the highest growth rate in the province, with investments focusing on "large", "heavy", and "new".
Finally, looking at imports and exports, the hard power accumulated by the industry must rely on the hub function to amplify the radiation effect.
According to data from Wuhan Customs: In the first half of the year, 14 out of 17 cities maintained double-digit growth in imports and exports. Among them, Ezhou's import and export growth reached 273.9%, ranking first among all cities. Similarly, the inland city of Huangshi, which is not near the sea, achieved a total import and export volume of 37.23 billion yuan in the first half of the year, with a year-on-year increase of 29.2%, far exceeding the national average growth rate. Electromechanical products are the "key" to its strong foreign trade. The Huangshi Qipanzhou Comprehensive Bonded Zone completed an import and export total value of 4.99 billion yuan, ranking third in the country.
The latest data shows that in the first seven months, Hubei ranked first in the central region for total import and export volume. On the export side, the export volume of high-tech products increased by 20%, with high-end equipment growing by 68%, further enhancing the international competitiveness of Hubei manufacturing. On the import side, the import of high-tech products grew by 16.3%, accounting for 32.2% of the total import volume.

Whether it is the enhancement of competitiveness or the expansion of influence, it ultimately needs to focus on the sustainability of development and the sense of gain in people's livelihoods. Development should not only have "speed and passion," but also have "warmth and essence."
"People" have always been the key point in this "development report."
Attracting Talent - In the first half of this year, Xiantao City has initiated 135 new projects and put 144 new projects into operation, attracting over 3,600 people to move in or return. In addition, the proportion of rural residents buying houses has exceeded 50% for the first time, reaching 56.9%, which is the result of "gathering people through industry and retaining people in the city."
Promoting cultural tourism - The total retail sales of consumer goods in Xianning increased by 7.9% year-on-year, ranking first in the province, with cultural and sports consumption accounting for over 30%; Qianjiang has made great strides with "small crayfish" by hosting a crayfish cooking skills competition, and the two major crayfish cities achieved monthly revenue of over 30 million yuan, with a year-on-year growth of over 10%...
Looking at the ecology - In the first half of the year, the contribution rate of the ecological economy in Shennongjia reached 65%, leveraging "green content" to promote "gold content". The ecological dividend continues to be released, with the per capita disposable income of Shennongjia residents reaching 10,900 yuan, a year-on-year increase of 5.7%. In Enshi, the first "E West Forest Carbon Ticket" in the state, the first township-level GEP accounting in Hubei, and the first "Carbon Sink Supermarket" in the country depict a new picture of the transformation of the "Two Mountains".
Big health, new cultural tourism, pan-entertainment, intelligentization... Policy support and innovative scenarios together outline the vibrant picture of Hubei.
This series of "semi-annual reports" presents the "spirit and energy" of development in various regions since the beginning of this year. For each city, how to respond to new challenges, solve new problems, and strive to achieve "good performance for the entire year" based on the "stability of the first half of the year" is undoubtedly a more critical proposition at present.
