Kite's separation of utility into two stages is based on economic considerations. The first stage focuses on ecological participation and incentives, enabling data supply, execution nodes, and developers to form positive feedback loops: tasks generate cash flow, nodes expand with cash flow, expansion delays stabilize the network, and stability attracts more tasks. The second stage introduces staking, governance, and fee抵扣, binding security budgets to usage and freeing the network from external subsidies. The advantage of this two-stage approach is to separate "short-term scale" from "long-term order," avoiding governance being hijacked by speculative peaks. At the institutional level, the flow of fees, incentive distribution, staking yields, buybacks, or burns must be verifiable. Governance proposals should include budgets, milestones, and rollback paths. Parameter changes should have announcement periods and grayscale windows. This way, enterprises can incorporate usage into cost accounting, developers can include continuous investment in their return models, and investors can correlate long-term holdings with governance influence. More importantly, Kite's utility design aims to "make the agent economy a public good," not just a fleeting application ranking, but a sustainable institutional network where every real cash flow and effective governance can leave verifiable, computable evidence.
