New Ulm, Minnesota follows closely with the lowest violent crime rate in the entire group at just 0.29 per 1,000. Despite slightly higher home values ($222,693), the annual cost of living reaches $36,361—still remarkably affordable. This community of 14,066 boasts an impressive livability score of 82.
San Elizario, Texas offers the lowest violent crime rate among larger communities at just 0.10 per 1,000, with an annual living cost of $36,738. Average home values here are the lowest in the nationwide rankings at $167,333, making it the most budget-friendly choice for cost-conscious buyers.
Parma Heights, Ohio and Yorktown, Indiana continue the trend of affordable yet safe communities. Parma Heights delivers annual living costs of $36,575 with a 0.39 violent crime rate, while Yorktown comes in at $37,332 annually with similarly low crime statistics.
